AT A GLANCE

Why go?

Perched on a hill above the colorful town of Isabel Segunda, Fortín Conde de Mirasol is the last small fort ever built by the Spanish in the Americas. Constructed between 1845 and 1855 to defend Vieques against French and English incursions, this compact Spanish Colonial fortress never fully completed its outer wall—a fact that today makes its ramparts feel remarkably intimate. Restored in 1991 and administered by the Institute of Puerto Rican Culture, the fort now houses the Vieques Museum of Art and History, the Vieques Historic Archives, and sweeping panoramic views across the Atlantic toward the island of Culebra.↗↗↗

Inside, permanent exhibitions trace Vieques's layered story—from indigenous Taíno artifacts to the sugar plantation era, African slavery, and the island's turbulent 20th-century politics. A rotating art gallery showcases work by local and mainland Puerto Rican artists. Outside, cannon pieces line the walls beside a small garden, and the views from the fort's heights encompass the rooftops of Isabel Segunda, the deep blue sea, and on clear days, the silhouette of the main island of Puerto Rico itself.↗

A Fortress With an Unfinished Story

In 1845, Puerto Rico's governor Don Rafael de Aristegui y Vélez de Guevara—the Count of Mirasol—ordered a fort built on Vieques to secure the channel between the island and the mainland and deter the French and British interests that still eyed Caribbean territory. Spanish military engineer Diego Gálvez led the project, designing an oval-walled compound with a rectangular two-story building, four artillery pieces facing the port, and quarters for a garrison of fifty men.↗↗

The outer defensive wall was never completed, and the fort ended up functioning more as a garrison than a true bastion. During the second half of the nineteenth century and into the early twentieth, it served instead as a prison—holding enslaved people, sugar workers, immigrant laborers from neighboring islands, Dominican prisoners of war, and Puerto Rican political dissidents exiled to Vieques. After the municipal jail closed in the 1920s, the building sat abandoned for decades until restoration by the Institute of Puerto Rican Culture reopened it as a cultural center in 1991.↗↗

What to See and Do

The museum occupies the fort's upper floor, where three permanent exhibition rooms walk visitors through Vieques's past—indigenous Taíno artifacts, colonial-era sugar production, the island's multi-ethnic heritage shaped by French, British, Danish, and African influences, and the military and labor history of the twentieth century. A dedicated gallery of fine arts hosts rotating shows of painting, photography, and drawing from both local and mainland artists.↗↗

Outside, sections of the original walls and a few cannons illustrate the fort's military architecture. A small garden planted along the old ramparts is a quiet spot for photographs. From the fort's elevated position, the panorama stretches across the rooftops of Isabel Segunda to the Atlantic, with the main island of Puerto Rico and the sister island of Culebra visible on clear days.↗↗

The Vieques Historic Archives, founded by the fort's first director Robert Rabin, are housed here as well and contain an extensive collection of documents related to the island's history. Guided tours and talks on specialized topics—including archaeology, African slavery, the sugar industry, and the military presence on Vieques—can be arranged in advance.↗↗

Visiting the Fort

Admission is free, though donations are warmly encouraged to support the fort's ongoing programs. The gift shop at the entrance carries the best selection of books on Vieques history, Caribbean heritage, and unique children's titles—well worth a stop before or after exploring the exhibits.↗

The fort sits at Calle del Fuerte in Isabel Segunda, easily reached on foot from the town's main street. Typical hours run Wednesday through Sunday, 10:00 am to 4:00 pm. Visitors should note that the fort has periodically been closed temporarily due to staffing or maintenance constraints; calling ahead at +1 787-741-1717 is advisable, especially in the off-season.↗↗

Why It Matters

The Fortín Conde de Mirasol was listed on the U.S. National Register of Historic Places in 1977 and on the Puerto Rico Register of Historic Sites and Zones in 2001. Locally, it is considered the single best place to understand Vieques before heading to its famous bioluminescent bay or empty beaches. The fort tells the story of an island long contested by empires, worked by enslaved and immigrant labor, and ultimately claimed by its own community as a cultural home.↗↗↗

A little planning goes a long way

Make the fort your first stop when you arrive in Vieques—the context it provides will make every beach, ruin, and bioluminescent tour afterward feel richer.↗
Ask about the Vieques Historic Archives and request a guided talk; the staff (particularly curator Robert Rabin and his successors) are exceptionally knowledgeable about the island's layered past.↗↗
Call ahead to confirm the fort is open, as it has periodically closed temporarily due to funding or staffing issues.↗
The garden along the old walls and the rampart views are the best photo spots—morning light brings out the colorful rooftops of Isabel Segunda.↗
