A Small Blue Plaque with a Big Story

The whole site is, in effect, one commemorative panel rather than a park or museum. Mounted on the upper wall of the building that fronts onto Karasuma-dori, the metal plaque bears the heading "近畿電気通信局管内自動式電話交換創始ゆかりの地" together with the outlines of two early automatic switching units, and an inscription set down in November 1978 to mark the 50th anniversary of the service. The text recalls how automatic exchange was launched across six telephone offices in the Kyoto-Osaka-Kobe (Keihan-Shin) district in 1928, an undertaking it proudly calls a groundbreaking feat of engineering for its day, carried out around the engineering division of the Osaka Communications Bureau.↗↗↗

The inscription lists the rollout by office and date: the Tennoji and Horikawa sub-offices of Osaka on 4 March 1928, Kobe's Minatogawa sub-office on 1 April, the Kyoto Central Telephone Office itself on 8 April, and the Tenkagaya and Sumiyoshi postal telephone sub-rooms on 15 April. That makes this wall—facing the street where the building's old telephone gear once hummed—the Kyoto chapter of a single, carefully coordinated regional project.↗↗↗

The Telephone Revolution of 1928

Telephone service in Kyoto had its origins in a manual exchange bureau opened in 1896, which later became the independent Kyoto Central Telephone Office in 1911. The change that the plaque celebrates was the arrival of the automatic, dial-based system, so that subscribers could connect themselves without an operator. What makes the 1928 switch notable is the technical detail: Osaka and Kobe were converted using the so-called H-type system, while Kyoto went live with the A-type system—two different generations of rotary switching equipment brought into service almost simultaneously.↗↗↗

Because automatic exchange spread so thoroughly in later decades, this kind of plaque is now one of the few physical reminders left on the street of when the old manual telephone age ended in western Japan. It is part of a small network of matching markers tied to the same anniversary, erected at the former sites of the offices named in the inscription.↗↗

The Building Behind the Plaque

You will probably find the architecture more arresting than the plaque alone. The wall it hangs on belongs to the Former Kyoto Central Telephone Office, completed in 1926 and extended by 1931, designed by Tetsuro Yoshida—one of the leading pioneers of modern architecture in Japan, a Communications Ministry engineer whose restrained, proportion-driven buildings helped shape a national style. Even after its original function faded, the structure was recognized early on as a cultural asset, becoming one of the very first buildings registered as a Kyoto City cultural property in 1983.↗↗↗

Look for the hallmarks of Yoshida's design on the preserved façade: a clean, boxy modernist massing clad in warm brown tile, the row of continuous arched windows along the top floor, a vaulted-arch entrance, and the subtle, varied patterns of the tiling beneath the window ledges. After years as a telephone building and then the ShinPuhKan shopping mall, the historic shell was lovingly incorporated into the current complex, renovated by architect Kengo Kuma and opened in 2020 as part of the Ace Hotel Kyoto development, with the old exchange building preserved and a new structure set beside it so that a lane seems to pass through the block.↗↗↗

Making a Visit of It

The plaque is on the street-facing west wall near the north end of the building, looking out over Karasuma-dori, so it needs no entrance, ticket or detour—simply stand on the pavement and read it. The setting is one of Kyoto's most convenient downtown crossroads, at the junction of Karasuma and Aneyakoji, with the underground Karasuma-Imadegawa Station linked directly to the complex, a couple of minutes' walk away. Once you've read the inscription, linger to study the tilework and arches, then step inside ShinPuhKan for its boutiques, cafés, restaurant floors and a small cinema.↗↗↗

This makes the marker an ideal small thread to pull on for a wider walk through the city's modern and historic layers. Nijo Castle and the Kyoto International Manga Museum are an easy stroll to the north, while Nishiki Market, the Kamo River and the old Sanjo Bridge lie a short distance to the east—so a telecommunications relic and a 400-year-old food market can comfortably share the same afternoon.↗↗
