The best time to visit Cebu is from December to February, when temperatures are at their mildest and humidity is slightly lower. March and April are also pleasant, with less rain and more sunshine. For city sightseeing and easy access to landmarks like Magellan's Cross and Fort San Pedro, stay in Cebu City, such as Lahug or the downtown area near Radisson Blu and Marco Polo. Lahug suits those who want hillside calm near cafes; downtown suits those who want to walk to historic sites. Mactan suits travelers who plan to spend most time by the sea.

Magellan's Cross marks the spot of Cebu's historic Christianization. Fort San Pedro is the oldest Spanish fort, a relic of colonial days. Temple of Leah offers sweeping city views from its grand hilltop structure. Cebu Taoist Temple shows a unique Chinese cultural side. Sirao Garden is a colorful flower park for a scenic stroll.

Head to Oslob for whale shark watching and Tumalog Falls, or join a Bohol countryside tour with a Loboc River cruise. Mactan offers island hopping to Gilutungan, Caohagan, and Nalusuan, while Moalboal is known for easy scuba diving and sardine runs. Each is a full-day trip from Cebu.

For Cebu City itself, plan 3 to 4 days to cover Magellan's Cross, Fort San Pedro, Temple of Leah, and TOPS Cebu, with time for Cebu Ocean Park or the Taoist Temple. Add an extra day for a full-day tour to Oslob for whale sharks and falls, or to Bohol for the countryside and river cruise. If you also want to island-hop around Mactan or dive in Moalboal, budget one more day per trip.
